In the first quarter of this year, the construction of provincial key projects has made a good start and an investment of RMB 246.5 billion (accounting for 30.8% of the annual target) has been completed, which is 3.1 percentage points higher than that of the same period of last year. The construction of 145 new projects have substantially started, with an operating rate of 45.7%, 5.7 percentage points higher than the fixed target. Targets and tasks for the first quarter have been overfulfilled, which achieves a good start. These are the latest data learned by reporters from Henan Provincial Development and Reform Commission on April 9.
The data reflects that Henan focuses on project construction to stabilize the economic growth and deepen the supply-side structural reform and achieves remarkable results in promoting the high-quality development of provincial economy through these projects. The 2nd phase of SAIC Motor Passenger Vehicle Base in Zhengzhou will be completed soon. After put into operation, the Base can produce 600,000 vehicles per year, accounting for a half of the market for passenger vehicles of SAIC's self-owned brands. The construction of China (Luoyang) Independent Innovation and Intelligent Manufacturing Industry Base and the Gree Washer and Kinghome Refrigerator Project have started. Additionally, the Gree Central Air Conditioning Project with a total output of 3.75 million sets has continued. As a result, white goods made in Luoyang have poured in China's household appliance market. The Zhengzhou South Railway Station and the substructure of bridge on the main track of Zhengzhou-Wanzhou High-speed Railway have been completed, laying a foundation for the joint debugging and testing of the Henan section. In the future, people can drink soup with pepper in Zhengzhou in the morning and eat hot pot in Chongqing at noon through the convenient transportation.
Since the beginning of this year, faced with complex factors, such as the continuous increase of economic downward pressure, tightening of multiple constraints and increasing difficulties in transformation and upgrading, each region and department in Henan have attached importance to six fields, namely the industrial transformation and development, innovation-driven development, infrastructure, new urbanization, ecological environment protection, and people's livelihood and social undertakings, and have optimized the project promotion, striving for a good start in the first quarter.
The construction can start right after approval. Henan has vigorously implemented the “Joint Approval Model”. In the first quarter, 65.5% of the joint approval tasks for key projects have been completed, which is 9.6 percentage points higher than that in the same period of last year. Many municipalities and counties (cities) under the direct administration of Henan have set about in advance and pushed forward the construction of new projects right after receiving the approval documents. Projects under construction in the first two months have increased by 2.9 times than these in the same period of last year.
All elements have been guaranteed. Provincial departments have actively striven for and coordinated the funds, land and other elements required for project construction. Henan Provincial Development and Reform Commission has deepened the strategic cooperation with the Henan branch of China Development Bank on project construction and convened the bank-enterprise matchmaking meeting on major projects with Henan Provincial Financial Supervision Bureau, the Zhengzhou central branch of People's Bank of China and Henan Banking and Insurance Regulatory Bureau. The Finance Department of Henan Province has successfully issued two batches of local government bonds while the Department of Natural Resources of Henan Province has offered services in advance to guarantee the land demand of projects. Besides, the Department of Ecology and Environment of Henan Province has implemented the differentiated management of pollution prevention and control, striving for smooth project construction.
All work are under supervision. Leaders from the provincial government have taken the lead in promoting the projects. They have vigorously carried out service supervision, and detailed the research, assigned responsibilities and promoted the implementation according to responsibility subjects, work requirements and time nodes, proceeding with projects under construction right after the Spring Festival. The investment on key projects in each region and industry at the end of the first quarter has increased more rapidly than that in the same period of last year.
